Judge puts the brakes on bus company Jan 26

New York (CNN) — A federal judge has ordered a Pennsylvania-based bus company to stop operations after an Albany, New York, TV station reported that the bus line had continued service in violation of a U.S. Department of Transportation order.

The DOT’s Federal Motor Carrier Safety Administration on December 23 ordered Double Happyness Travel to shut down after an inspection found multiple violations, including vehicle maintenance and drug and alcohol testing rules.

The safety agency issued a January 5 cease-and-desist order against Double Happyness after federal investigators and state police discovered that the company still was operating and selling tickets in violation of the order in December.

But over the past two weeks, CNN affiliate WRGB-TV reported the company was still operating trips from Albany to New York City.

This week, the U.S. District Court in eastern Pennsylvania issued a temporary restraining order against Double Happyness Travel Inc., prohibiting the company from operating an interstate bus service. The Federal Motor Carrier Safety Administration sought the order.

“Safety is our highest priority,” Transportation Secretary Ray LaHood said in a statement. “We will not tolerate irresponsible bus companies that jeopardize the safety of bus passengers and other motorists.”

A bus company official could not be reached for comment.

Over the past five years, the safety agency has doubled the number of bus inspections and comprehensive safety reviews of the nation’s estimated 4,000 passenger bus companies, according to the DOT.

The agency said consumers are encouraged to review the DOT’s pre-trip safety checklist before buying a ticket or hiring a bus company for group travel. The list helps consumers review a bus company’s safety record, safety rating and DOT’s operating authority.

Presidential hopeful promises travel to the Moon, Mars Jan 26

travel to the moonRenewed interest in travel to the Moon and Mars? It was just the song that Florida voters wanted to hear. After a virtual grounding of the U.S. space program not long ago, the promise yesterday by republican presidential contender Newt Gingrich to bring multiple daily launches to Florida was music to their ears. A permanent base on the Moon and new technology that would enable quick flights to Mars sweetened the deal.

“By the end of my second term, we will have the first permanent base on the moon, and it will be American,” said Gingrich at a rally in Cocoa on Florida’s Spacecoast reports Spaceflight Now.

To pay for that and more, Gingrich suggested setting aside 10 percent of NASA’s budget (about $1 billion) for prize incentives aimed at the commercial space sector with a focus on developing new technology (warp drive?) to make flight faster.

Continuing his grandiose plan, Gingrich added “We will have commercial near-Earth activities that include science, tourism and manufacturing and are designed to create a robust industry precisely on the model of the development of the airlines in the 1930s because it is in our interest to acquire so much experience in space that we clearly have a capacity that the Chinese and Russians will never come anywhere close to matching.”

If that plan happens, there is no shortage of commercial operations that might be in line for that cash. But the space community, operating in the real world, has been headed in a different direction, already funding commercial space ventures.

In preparation for the future, NASA has awarded $millions to several private contractors in the last few years for the construction of space taxi’s able to fly to the International Space Station now that the shuttles have been retired.

Called the Commercial Crew Development Program, NASA’s goal in 2011′s round of grants was “to accelerate the availability of U.S. commercial crew transportation capabilities and reduce the gap in American human spaceflight capability. Through this activity, NASA also may be able to spur economic growth as potential new space markets are created,” the space agency said in a press release at the time.

One such new market already has a player. Space Adventures already has experience as the only company to have booked and offered commercial space travel, delivering astronauts to the International Space Station for a round-trip price of $150 million.

When the private moon mission launches, the eyes of the world will truly be upon those people, and it will truly be an extraordinary event,” Eric Anderson of Space Adventures told International Business News.

Tapping that special place in our hearts, election year politics or a viable plan, fans of space travel liked what he had to say.

“I’m prepared to invest the prestige of the presidency in communicating and building a nationwide movement in favor of space,” Gingrich said at a meeting of aerospace executives and community leaders after the rally.

“If we do it right, it’ll be wild and it will be just the most fun you’ve ever seen,” he said.

Egypt bans travel for US official’s son, 9 others Jan 26

CAIRO (AP) — Egypt banned at least 10 Americans and Europeans from leaving the country, including the son of U.S. Transportation Secretary Ray Lahood, hiking tensions with Washington over a campaign by Egypt’s military against groups promoting democracy and human rights.

The United States warned Thursday that the campaign raised concerns about Egypt’s transition to democracy and could jeopardize American aid that Egypt’s battered economy needs badly after a year of unrest.

The travel ban was part of an Egyptian criminal investigation into foreign-funded democracy organizations after soldiers raided the offices of 10 such groups last month, including those of two American groups.

The investigation is closely intertwined with Egypt’s political turmoil since the fall of Hosni Mubarak nearly a year ago. The generals who took power have accused “foreign hands” of being behind protests against their rule and they frequently depict the protesters themselves as receiving foreign funds in a plot to destabilize the country.

Egyptian opponents of the military say the generals are trying to smear the protesters in the eyes of the public and silence organizations they fear will undermine their managing of the country.

Also startling is the military’s willingness to clash with its longtime top ally, the United States, over the issue, particularly since the army itself receives more than $1 billion a year from Washington. The December raids brought sharp U.S. criticism, and last week President Barack Obama spoke by telephone with Egyptian military chief Field Marshal Hussein Tantawi to emphasize “the role that these organizations can play in civil society,” according to State Department spokeswoman Victoria Nuland on Thursday.

The ban became public after Sam LaHood, Egypt director of the Washington-based International Republican Institute, went to Cairo’s airport Saturday to catch a flight and was told by an immigration official that he couldn’t leave.

“I asked her why I was denied, she said she didn’t know. I asked how to fix it, and she said she didn’t know,” said LaHood, 36. An hour later, a man in civilian clothes gave him back his passport and escorted him to the curb, LaHood said.

“It’s a dark signal for groups who are interested in doing this kind of work,” he said.

LaHood’s father, a former congressman from Illinois, is the only Republican in Obama’s Cabinet. The elder LaHood declined to comment.

The IRI was among the groups raided last month, along with the National Democratic Institute and a number of Egyptian organizations. Both American groups, linked to the political parties of the same name, monitored Egypt’s recent parliamentary elections. In the raids, troops ransacked 17 offices of the 10 organizations around the country, carting away computers and documents.

The Egyptian government said the raids were part of a legitimate investigation into whether the groups were operating legally.

Sen. John McCain blasted Egypt’s handling of the issue Thursday, warning that continued restrictions on civil society groups “could set back the long-standing partnership between the United States and Egypt.”

IRI and NDI officials said they have been trying since 2005 to register as required by law, but were left in legal limbo, never officially denied nor granted permission. Both groups continued to operate while keeping authorities abreast of their activities, they said. Many Egyptian non-governmental organizations say officials often keep their groups in such limbo to maintain a threat over their heads.

Sam LaHood said he was told by his lawyer that he is under investigation on suspicion of managing an unregistered NGO and receiving “funds” from an unregistered NGO, namely, his salary.

Two other Americans and a European with IRI have also been banned from travel, Lahood said his lawyer had been told. From the National Democratic Institute, three Americans and three Serb employees are also on the list, according to its Egypt director Lisa Hughes.

Hughes, who is among those barred, said she has been interrogated for more than four hours about her group’s work and that she had planned to fly to the U.S. next month before she heard about the ban.

“I think we would be silly not to be concerned,” she said. “We were concerned the moment armed men showed up at our office door, and this has done nothing to calm those concerns.”

The State Department’s top human rights official, Michael Posner, told reporters in Cairo Thursday that such moves could jeopardize U.S. aid to Egypt, one of the biggest recipients.

“All need to have the ability to operate openly, freely, without constraint, not based on the content of their work,” he said.

Posner pointed to recent U.S. legislation that blocks annual aid to Egypt unless it takes certain steps. These include abiding by its 1979 peace treaty with Israel, holding free and fair elections and “implementing policies to protect freedom of expression, association and religion and due process of law.”

“Obviously, any action that creates tension between our governments makes the whole package more difficult,” Posner said.

The U.S. is due to give $1.3 billion in military assistance and $250 million in economic aid to Egypt in 2012. Washington has given Egypt an average of $2 billion in economic and military aid a year since 1979, according to the Congressional Research Service.

Egypt’s military has been locked in a confrontation for months with protesters who demand it immediately hand over power to civilians.

Hundreds of protesters camped Thursday in Cairo’s central Tahrir Square, a day after several hundred thousand people massed there to mark the one-year anniversary of the 18-day anti-Mubarak uprising.

Thursday evening, hundreds moved from Tahrir and rallied in front of the state TV building, beating drums as they chanted for the “liberation” of state-run media from the military’s control. They projected video footage of soldiers beating protesters onto the building.

State TV has been a mouthpiece of the military, broadcasting its accusations against protesters. Activists demand it be restructured as an independent media institution.

“The media is still manipulated and projects the same lies,” said protester Mahmoud Ragab. “We will be here everyday to let them know it is a revolution.”

New Rules for Booking Air Travel Jan 26

New federal rules giving consumers more information and flexibility when they book air travel took effect this week.

Travelers, for instance, can now change or cancel a reservation within 24 hours and receive a full refund without penalty. The rule applies only if the reservation was booked at least a week in advance of the flight’s departure.

Some airlines have previously offered such cancellation privileges, depending on circumstances of the booking. But the new Department of Transportation rules apply across the industry.

The new rules also mean that airfare advertisements must clearly indicate the full price of a ticket, including mandatory taxes and government fees, and that airlines must clearly disclose baggage handling fees in online bookings.

Some airlines are contesting the new advertising rules, however. Visitors to Spirit Airlines’ Web site, for instance, now see a message stating: “WARNING. New government regulations require us to hide taxes in your fares.” Spirit is known for advertising $9 fares, then charging additional fees, including for checked and carry-on bags, advance seat assignments and online bookings.

In response, Senator Barbara Boxer, Democrat of California, criticized Spirit for trying to “deceive” the public.  “I urge you to immediately send a clarifying e-mail to your customers and remove the misleading information from your Web site,” she said in a letter to the airline’s chief executive, which was released to the media by her office.

Under the new rules, airlines must also “promptly” notify travelers of flight delays of more than 30 minutes.

State Department urges Egypt to ‘immediately’ lift travel restrictions on … Jan 26

The Obama administration is urging Egypt to “immediately” lift travel restrictions on several U.S. citizens, after the son of Transportation Secretary Ray LaHood and other Americans were prevented from leaving the country. 

The travel restrictions stem from a raid last month on nongovernmental organizations, or  NGOs. U.S. officials have protested the treatment of those groups, including three U.S.-based groups, but the situation escalated when it emerged that the Egyptian government has created what was described as a “no-exit list.” 

State Department spokeswoman Victoria Nuland said top officials — including Secretary of State Hillary Clinton — have gotten involved. She said the administration so far knows of “four or five specific cases” where Americans have tried to leave and “had difficulties.” 

“We are urging the government of Egypt to lift these restrictions immediately and allow folks to come home as soon as possible,” she said, later adding: “Frankly, we don’t know how this is going to come out yet.” 

Though the individuals stuck in Egypt have not technically been detained, those whose NGOs have been targeted say they continue to be concerned that arrest warrants could be issued.
Sam LaHood, the son of the U.S. transportation secretary, runs the Egypt program for the International Republican Institute and has been prevented from leaving the country. “Anything is possible at this point,” he said, when asked whether the investigation could lead to arrests. 

LaHood, in an email to Fox News, said three Americans with the International Republican Institute are on the no-exit list, as well as two other non-Americans. 

“We understand that the issue is being raised at high levels between our governments, but we have no information that this is close to any conclusion,” he said. 

LaHood also detailed what happened when he tried to leave on Saturday. He said he was stopped by a security officer while trying to pass through the passport check at the Cairo airport. 

“He pulled me out of line and asked me to wait. After an hour a (woman) from the Immigration Department emerged with my passport and told me I was denied exit from Egypt,” he wrote. “I asked her why, and she told me she did not now. I asked what the problem was, and she said she did not know. I asked what I needed to do to fix the issue, and she said she did not know. 

“After another 45 minutes a man arrived with my passport and he escorted me out of the terminal and to the street.” 

The IRI later found out about the no-exit list. 

Nuland said Clinton spoke to Egypt’s foreign minister over the weekend, and she added that the U.S. ambassador to Egypt is also “very involved.” 

Meanwhile, Secretary LaHood said Thursday that he has been in contact with his son. 

“I’m very gratified by all the work that’s going on by the administration and our ambassador in Egypt, and so I appreciate the work they’re doing on that,” he said. 

Arizona Republican Sen. John McCain, who is chairman of the IRI board, on Thursday called on Egypt to lift the travel restrictions on LaHood and other NGO workers. 

“It is outrageous that these individuals would be held against their will by Egyptian authorities and prohibited from leaving the country,” he said in a statement. “I deeply regret that this crisis has escalated to the point that it now endangers the lives of American citizens and could set back the long-standing partnership between the United States and Egypt.” 

In the raids, the Egyptian government confiscated equipment and closed offices at several of the sites. The groups were accused of operating without proper registration and using foreign funding, said Scott Mastic, director of IRI’s Middle East division. But he decried the raids as politically motivated and not “reflective of a legal process.” 

Given the existence of the no-exit list, he said the groups are concerned about “further escalation.” 

Mastic said late Wednesday that his organization has been told the no-exit list would be lifted, but he expressed doubt — given that prior assurances that the Egyptian government would return confiscated materials so far have not been honored. 

“Frankly, at this point, we don’t have a lot of faith that that will happen in short order, because there’s just not been any signs of positive progress since the initial raids,” he said.
